Not a bad idea from a fiscal standpoint, but the politicians can't do it. They've done a lot of work maintaining the fiction that Social Security is some kind of "insurance" program, training people to think they're "getting their own money back." In reality, it has been a welfare program - straight wealth redistribution - for many years. Eliminating the tax cap drops the last mask away.
Incidentally, I assume you meant "Social Security tax rate." The rich pay much higher rates of income taxes than the rest of us.
