If the prison system had labeled him a sex offender, maybe his presence would have been known where he lived but that doesn't mean he wouldn't have, couldn't have killed those women. Labels don't give much protection from being raped and killed.
If you mean do-gooders in the respect that he should have been given a death sentence for his first offense, Lee's way off base. One would have to read the trial transcripts to determine what went on there. We are a nation of laws. You don't like the laws? Change them.
