Let me be the first to say if the final results are within 1% one way or another, there should be a full recount. This is historically what we have done in close elections throughout American history. A glaring exception is the FL vote in the 2000 presidential election, when republicans fought tooth and nail against a recount when the election was within 1/1000th of 1%!
