we live in what is perceived to be a meritocracy. so when things don't turn out for us the way we'd hoped, we tend to blame it on someone else. (it couldn't possibly be OUR shortcomings, could it?)
those who complain the loudest are those who feel they haven't gotten their share. truly successful people(however they tend to define "success") don't go around blaming others for their problems. those who complain all the time have a terrible sense of self-worth, and they feel the need to accuse the world for their own failures. there is always a conspiracy out there determined to take what's theirs.
