I'd say that's exactly what this is all about. The individualists have been making great strides in recent years. Can't have people going into space and getting away from government control, so it's best to nip this in the bud. Hijack and takeover their companies with false promises and trickery. Imagine how hard it would be to control and tax people living on Titan.
