Has Space Adventures, Inc jumped the gun?

According to a Space.com article in the past few days,
Eric Anderson (or is it Walt Anderson?) has been quoted as
indicating that a (very-rich) anonymous customer has been found
to lay down 100 million dollars to become the world's
first 'lunar tourist' to be sent to the Moon
onboard a modified Soyuz spacecraft sometime in the
next 10 years.

My question is: Has Space Adventures jumped the gun,
making a premature forecast? Afterall, I heard that a
client who wants to board a lunar Soyuz spacecraft mounted
on top of a special Proton rocket will have to pay
not 100 million but 200 million dollars for the privilage
of being rocketed towards the Moon.
