How about it? Is there some way to overhaul regulations so that government subsidies (and yes, a loan guarantee is a subsidy) aren't needed?
I've been watching the advancements in small reactors over the past couple of years. Is it possible that in the absence of government special protections that market forces would drive nuclear power in the direction of many small reactors instead of huge centralized ones (fewer liability issues)?
