Of course there's a difference. Republican politicians don't get up in the morning and think the most important thing the Federal government should be doing under our current economic and foreign policy conditions is making sure enough gays are in the military.

Democrats get up every morning with a dozen new stupid ideas about how the Federal government can screw with everyone lives, fortunes, and property, and spend the day doing just that.

One of the reasons the Democrats lost a lot of power in 1994 was that the first thing the Clinton administration did was start trying to implement a load of stupid liberal ideas, and the American people weren't on that wavelength.

Obama is kicking the DADT can down the road because if he does it now, with overwhelming Democratic power, it's going to have a Democratic label on it all the way. If he tries it after the Democrats have lost most of their Congressional power, he can blame failure of the policy on the Republicans.
