Satellites

Satellites can be launched with enough fuel to last a sufficient number of years in order to make a profit and when it nears its end of life, instead of refueling it, better technology and newer generations would entirely replace them.
No need for a fuel depot!
It's an entirely different philosophy, granted.
But space is also a different place!
