It's bad enough when regulators and industries get too chummy. How much worse can it get when they're the same entity? Remember the parable of the referees?
The most ghastly environmental ravages on this planet have been from state-owned and controlled industries. Under those conditions, all real restraints are gone, both government regulation and private competition.
