The actual point of the post was the difference in how the Democrats and the media tell us to perceive these two sets of numbers. Although I plead guilty to the occasional fastball, I didn't think that was one of them.
As a sidebar, it's interesting how it's always about the administration, and never the Congressional leadership. 2007 to now is all about Bush, and the late nineties were all about Clinton.
