The dispersant is Corexit 9500. The ingredients and information are posted here.
Toward the end of May the EPA ordered BP to find a "less toxic dispersant." The government then figured out for themselves that there really weren't any. The amount has been reduced, but at this time it seems to be the best solution. There are two ROVs stationed at the well head whose sole job seems to be attacking the leak areas with the stuff.
