Depends on how you look at it.
It looks like the Iraq war was a substantial percentage of the budget during the Bush years. And is the spending on Afghanistan insignificant? Why isn't included?
It looks like he's using Obama's increase in spending to make war spending during Bush's reign look less damaging.
