Sure!

Hope this URL works.

If the scientist had said there's a better than 50 percent likelihood of life on that planet, then
his claim could be considered both legitimate speculation and a reasonable scientific hypothesis.

But 100 percent? No!

My opinions on that planet are?
The likelihood of a thick atmosphere (over 500 millibars surface pressure) on that planet are at least 99 percent.

The likelihood of liquid water in abundance on that planet are at least 90 percent.

The likelihood of any carbon-based life on that planet are 50-50 at the present time
IMHO.
