The photo was taken September 10th at Bayou Chaland. The LDWF release linked in the article is dated August 24th, and refers to a fish kill near Hopeland.

This is a hypoxia kill in Rhode Island in 2003.
Every reference I've seen in the past few months to "further testing" in these suspected oil issues has gone quiet. If there have been results, nobody's talking about them.
