Carrots and Sticks
I did not agree with the way the federal government handled this. To hold out the friggin' carrot of "we'll fund this and this and this and these dollars will help us out of the recession but then you're going to have to fund it down the line (the stick they hit you with)." The Federal government always has damned strings attached. And that is just wrong.
