This is a theoretical construct. Simplifying the tax code by removing ALL tax breaks would lower the rates for everyone while adding a trillion in revenue. It's politically impossible. Raising the retirement age to 69 by 2050 is not too radical in my book. Other things of interest in this plan: Let the Bush tax cuts expire for everyone! A robust public option to help reign in health care costs (ha!). $1 in "new revenues" for every $3 in cuts.
