There is no safety reason for banning an incandescent light bulb. They have been reliable technology for a century. They break no more easily than a spiral glass bulb, and don't release toxins when they do. As for fire hazards, I used CFL bulbs for years before they became a religious decree, and many of them began smoking or scorched their plastic parts after long use. None caught fire, but smoking and scorching can't be good signs. The only time I ever saw a fire hazard from an incandescent bulb was when I checked my neighbors house after the '89 earthquake and found a lit lamp lying on a sofa pillow and starting to smolder.
If people want to use bulbs that use more energy, and pay for it, let them.
