Mostly wealth redistribution.
As Thatcher once said, the problem with socialism is that eventually you run out of other people's money.
At some point, as the other chart in the article indicates, the wealth-eaters will outnumber the wealth creators. In a democracy where both get to vote, this leads to implosion.
