Something that raised my antennae is the appearance of the message. It seems unlikely that the hurried, handwritten "grocery list" look of the text is the result of the careful figuring of a code sequence, and unless someone is some kind of idiot savant, it's unlikely complex coding of a message could be done in one's head while they wrote. This led me to think "deliberate gobbledygook." Not sure professional codebreakers would see that right away. The experts are hammers looking for nails.
Of course, the careful figuring could have been done on other sheets, then quickly copied over, but at some point this kind of convoluted thinking gets counterproductive. Like the "debate" between the Man in Black and the Sicilian.
