Hubble was a neat guy, champion athlete as a youth, in track and boxing, WWI officer, trained and practiced as a lawyer, and eventually, the greatest astronomer of the 20th century. He was also a shameless self-promoter, it is rumored he hired a publicist to help him get a Nobel Prize.
As for the rest, I suspect the reason the speed of light is so slow is that it gives all parts of the universe an opportunity to develop in their own way, in peace and safety, without being disturbed by some unpleasant development in some little piece of it--like us.
