Bush was a Texan. He spoke Spanish, his brother Jeb is married to a Mexican girl whose father used to be a migrant worker. I'm sure he had many business connections with Mexicans in "border country", and I bet a lot of them worked on his ranch or for his friends and associates. There's nothing particularly sinister about this, it was just in his interest to support "immigration reform" and related issues.
