A feature of Obama's most recent speech was a continuation of the Democratic attempt to completely merge the concepts of reducing government spending and increasing taxes into a single, indistiguishable non-concept.
This way, the term "spending cut" can legitimately be used to include tax increases. Nice trick if you can get away with it.

(And by the way John, our tax bite is NOT at its lowest since the 1950s. It's quite a bit higher. The guys who are selling that meme aren't including the huge increases in employment taxes over those years.)
