You would think the technology of GPS and other communication systems would allow almost live updating of such a map. Somebody ticks a code into a box in their cop car, and the system not only locates it, but coordinates the response with dozens of other codes coming in during an emergency. Algorithm says, two fire engines to this location, a helicopter to this one, and then on to this one.
