If the INS wasn't such a butt-ignorant inefficient bureaucratic agency, couldn't they simply add the extra $140 to the initial filing fee for a single form, and save everyone the extra time and effort??
Oh, I forgot, in that case some incompetent government workers might have fewer papers to push around to justify their existence on the taxpayers' tab...
