Yes that is their job. That's why we have networks that show lots of garbage like reruns of the cheapest 20 year old shows they can find. I am a capitalist and I understand that if you have quality programming you can charge a much higher rate for advertising on a show with a solid viewer base. Sometimes the quick buck is not the best in the long run.
