Ideally, yes. Cohercion... or I should say, persuasion, can be avoided through education.
If we really value liberty and self-determination, then universal sufferage with voluntary participation most closely honors those principles. Anything less is hypocrisy.
This is true, *very sad to be a witness to*, but true.
