What BCC stands for? Is it the location where the meteorite was found?
Anyway, meteorites coming from the Moon exist and they don't belong to NASA as they haven't been collected by astronauts.
So, those meteorites can be sold.
It would be preferable not to touch those meteorites before scientists can study them, but scientists cannot claim ownership to those rocks if the discoverer wants to keep them, I believe.
