You are correct in that no one seems to own 92% of the land. However, in the aggregate, between the JNF and the state, 92% of the land is off limits to Arabs, EVEN THOUGH THEY ARE CITIZENS.
As for Jews on Palestinian land, they are foreigners. Heck, at least 5 years ago as a foreigner I was not allowed to own land in Mexico. They had some legal workarounds which involved paying Mexican nationals which work for the time-shares, or actors ranches, etc. But ownership was banned.
