That map just shows population density, not the philosophical or political swaying of the majority. Notice all the red areas are the least populated counties and the blue indicates densly populated areas. That holds true for California, Washington, Nevada and Oregon. Liberals are going to live in cities, and the farmers are going to be conservatives.
Truth is, over 10% more Californians were liberal than conservative in that election. (But I think ol' Gray Davis might have fubarred the Democrats in California for a while....)
