Infamous California emissions bill goes to the governor

After a whole lot of wrangling in the legislature.

The bill passed only after it was amended. Amendments were added that would prevent the measure from doing any of the following:

- imposing new fees or taxes on motor vehicles

- imposing new taxes on fuels

- imposing taxes on vehicle miles traveled [!]

- banning any specific vehicle category -- such as sport-utility vehicles

- requiring reductions in vehicle weights

- requiring reductions in speed limits

- requiring reductions in miles traveled [!]

Of course, the obvious conclusion that can be drawn is that had these amendments not been forced into the bill at the last minute, all of these actions could have been taken under the original bill. Think about it.
