God, as in "one nation under God", knows that in that nation under him you wouldn't want to breathe the air.
Or stop burning oil.
Because it is an understanding God, a forgiving God. He knows He put the oil on Earth TO pollute the air. If He hadn't wanted that, He wouldn't have given Californians both air and oil.
God's Will, God's Plan. Perfect.
(Sometimes it's easy to believe Californians don't deserve California.)
