There are already hundreds of laws on the books

Perhaps we should try enforcing them before the rush to write new laws that will also be ignored. In fact, perhaps it'd be better to codify the existing mishmash of laws into a single coherent one rather than taking the piecemeal approach like we've done for so long. All to many people see a problem and immediately jump into "Don't just sit there, outlaw something" mode rather than actually seeking a cogent solution. Actually creating a sound set of laws is a lot of work and could put some lawyers out of business, so it'll probably never happen.

On the subject of conflicting laws and regulations, that explains why when you ask 20 different auditors or accountants about something, you're likely to get 20+ different answers.
