The fact is that he ha was offered ObL on multiple occasions and couldn't be bothered. The fact is he allowed ObL to wage war against the US for 8 years but was too cowardly to do anything about it.
That a "plan" was left behind and is now used to rewrite history is contmeptible and transparent to anyone who was concious during the clinton party years.
JFK mindlessly carried out prior admin plans....it was called the Bay of Pigs.
clinton aimlessly continued and transformed the prior Bush plan....it was called Somalia.
