As JFK said in the tape, he was "no 'great' fan of space" and yes, he did it for "political reasons". Of course, he was a politician first and foremost not a scientist or NASA rep. Still, when he said that "I believe we have the technology to safely send a man to the moon and bring him back safely to the Earth", he meant it. He was well aware of what NASA was capable of doing.
