Yes, JFK kickstarted the moon race but his interest was purely political. He wanted to beat the Soviets. Nothing else mattered. This tape evidence may lead support to those who claim the moon program was little more than an attempt to divert attention away from the Bay of Pigs disaster that happened a few weeks before the announcement.
