Yes, I am comparing refraction within the atmosphere to that outside. No data says the two can't be similar. Or dis-similar for that matter. The Rosetta project will answer all your questions. Hopefully mine too. See http://www.sci.esa.int/content/news/index.cfm?aid=13&cid=398&oid=29695
