If you go there you will see that EP's link to the readers digest version leaves out significant details like the only way a lunar detection system makes sense is as part of a larger effort which pays for the infrastructure. Cheaper methods are available that do not need the huge cost of a lunar base.
Once again lunar promotors need to promote stand alone projects that make sense not ones that require hitching on to other worthwhile projects such as NEO detection or Martian exploration. It does make sense however to test equipment designed for human exploration of Mars on the Moon if little modification is needed in order to send more capable human missions to the Moon to evaluate lunar resources. This is a far lower commitment of resources however than the establishment of a permanent lunar base. However such missions could represent a potential start of such a base as discussed below with regard to Martian missions. The key is don't commit huge somes until the payback potential is more clearly defined. It appears the ISS may backfire and reduce public support for space by failing to take that path.
The case for Mars is much clearer. It is the easiest world to reach which may have or have had life and is best suited to self sustaining colonization.
