A lunar surface excursion would not be easy, but it would not take that much development to do an Apollo-8 lunar orbital visit. The former needs a lot of infrastructure and some extra vehicle designs, while the latter just needs a lot of propellant and a comfortable space module similar to those used for space station work.
I can see lunar swingbys as the next major step after low-earth-orbit tourism matures a bit.
