What we understand and you apparently don't is that a man tended lunar observatory for NEO detection is too expensive an option to be worthwhile except possibly as part of a larger lunar base capable of absorbing much of the infrastructure cost. The only NASA initiated study on lunar NEO detection clearly states this despite your attempts to obscure it by linking to a news story in which the author obviously neglected to mention what his sources clearly state in their own writing.
Your linkage to your own site as pereferable to NASA's detailed report is hilarious. It is obvious you are not an engineer and any thoughts you have on what is required don't even have the rigor of an engineers back of the envelope calculation.
