The same claims have been made for every major piece of environmental legislation. What actually happens is market forces find efficient ways of dealing with the new regulations. Costs have gone up some but not nearly as much as claimed. Quality of life has increased and costs have been more than offset by the continuous increase in efficiency generated by our capitalist system.
