I agree that various special interests have used cost as an excuse to avoid necessary pollution control regulations. For that matter some have also used cost to avoid fuel efficiency measures as well.

But infering from these cases to the particular case of reducing CO2 output is a false inference. Reducing CO2 is going to take ome pretty fundamental and expensive changes.
