In the perfect world I favor the Prize method. A series of prizes govt funded and awarded to the 1st mission to successfully do x,y,z. Pay a fixed amount that's substantive and worthwhile and pay on success. Unfortunately, it's politically infeasible because in America the space program has become a congressional district jobs program.
