The "leadership's" goal is to get reelected
or promoted to a higher office. All other considerations are secondary and to believe otherwise is naive. That isn't limited to American "leaders", either.
American taxpayers would have good reason to be mad if Congress awarded billions of our tax dollars to foreign companies that were competing with American companies. Most of us don't believe our place in the world is to provide limitless funds for everyone's wish lists.
