On second thought, make that Venus.

Venus would make a much better planet to settle. Its gravity is much closer to Earth's. Slamming Ceres into Venus would blast most of the thick atmosphere into space as well as reliquify the planet's core thus giving Venus a magnetic field. Maybe if the angle of impact was right it could speed up Venus' rotation.
