Could be an eroded dome.
I have seen such structures. They are thought to have formed when forces below push up and create a dome of sedimentary rocks. Millions of years of weathering erode the dome and we get rings for each layer of sediments. On a much larger scale, the Llano uplift in central Texas is similar.
When I saw the Mars picture, that was the first thing to pop into my mind.
