I think it is fear.
The ‘scary’ movies and stories about beings from other worlds or ‘dimensions’ may have imprinted a subconscious fear about anything that is ‘different’ from their own (limited) experience. Therefore, they cannot contemplate even the possibility of life other than the ones they can see and touch or dissect.
Perhaps there are other reasons.
Personally I think that there ARE intelligent beings elsewhere in the Universe. After all, no INTELLIGENT being would want to visit this dangerous place that we call Earth. ;-)
