Others might say, with considerably more credibility, that this is a photographic scanning artifact generated by a transmission error, as the horizontal line just prior to the artifact's appearance on the scan would seem to indicate.

A good example is this final image of the NEAR probe just as it was about to set down on the asteroid. Notice the point where the transmission is screwed up.
