Sandra Fluke came to Georgetown well-aware of its policies, and with the specific intent to alter them to suit her own political views. She's been lobbying the university for three years.
She's a long-time left-wing activist, and not just at Georgetown. Look it up.
This is not about "victims." It's about state control, and trying to salvage a Democratic victory in 2012.
