Up until Obamacare, there was no such law. Not in the 70s, not in the 90s, not ever. The issue of religious providers never came up because it wasn't an issue before the government decided to take control.
Incidentally, that wasn't a "spun up niggle." That was a solid fact. The only function of birth control is to be able to have sex without getting pregnant. If that's not "recreational sex," what is it?
